Mixed response to Bush climate change plan

There has been a mixed reaction to a call by the US President, George W Bush, for the world's biggest greenhouse gas emitters to map out a framework to tackle climate change.

Mr Bush proposed convening a series of meetings to include the US, China, India and European nations, but offered no firm commitments on what action might be taken.

His proposal comes a week before this year's G8 summit, which is expected to be dominated by the issue.

The German Chancellor, Angela Merkel, who is hosting the summit, has welcomed Mr Bush's initiative.

But the head of Greenpeace USA, John Passacantando, said the announcement is an attempt to pre-empt any decision reached there.

*DISCUSSION QUESTIONS

Why would President Bush seek to pre-empt decisions reached at the summit that is expected to address climate change – essentially beating the other countries to the punch?

Do you predict that Bush will come up with a comprehensive plan that really tackles the issue of global warming?

This announcement is just after the recent announcement that Bush plans to substantially increase money to fight AIDS in foreign countries. (See previous article at http://www.studenteducationalexchange.org/node/147 ) Do you think that President Bush’s foreign policy ideas are changing?
